Well, it's a legislator's view, if not the FCC's, unless the agency is sponsoring the bill.
My starter for ten is that radio amateurs in the US clearly have some political sway, probably due to their numbers (growing), the obvious usefulness of amateur radio in that huge territory with its consequently susceptible infrastructure, licensed amateurs' significant involvement in emergency procedures particularly via military affiliations, and a two-year electoral cycle for Congressmen that gives active groups considerable opportunity for leverage.
